for PXU

The Participatory Budgeting Project organizes 3 participatory budgets in parallel to Phoenix Union High School District (PXU), a school district exclusively for high schools in Phoenix, Arizona.

This project is part of the "Defund the Police" movement that is currently taking off in several American cities. Indeed, the $2M allocated to participatory budgets comes directly from school police funds.

In this context, students, parents and teachers will be able to collectively allocate this budget for projects that will make the schools in this area safer; currently victims of police violence.

Thanks to the Decidim tool, each public (students, parents and faculty) will have a space dedicated to their participatory budget.

We have been accompanying the PXU for 4 months in the implementation of their participatory budgets. This third use case in the United States (after New York and Chicago) highlights the "Defund the Police" movement a movement in the United States that fights against police violence by redistributing the budget of law enforcement agencies towards projects of general interest. to projects of general interest.

In collaboration with Pipeline to Powerwe support the PBP and PXU teams in learning how to use Decidim, in thinking about the mobilization mechanisms in the configuration of the whole project through the participation function provided by the Decidim tool. the Decidim tool. 

Currently, each committee (parent, student and faculty representatives) is holding an initial discussion about school safety needs. This phase of needs assessment will be followed by a phase of followed by a phase of ideation and further development of these ideas, and finally by voting.

This partnership work will lead to a launch of the the idea collection phase in the coming weeks. We are delighted to welcome the PXU to the Decidim community.

We have acquired an efficient structure and method based on the experience we have gained through the organisation ofa dozen participatory budgets with the help of Decidim tools. This project with the PXU and the PBP allowed us to renew mobilization practices and to adapt Decidim to a new context.

    We adapt the Decidim tool to these challenges:

    • The steps ensure that the process is transparent between the audiences (students, parents and faculty) and PXU ;
    • The documentation areas provide equal access to information ;
    • The graphic charter will be adapted for each audience and will be displayed on the platform;
    • An additional discussion area is created for each committee of representatives;

    This project is also an opportunity for us to use the integration with the Pol.is tool we have developed. Pol.is allows to collect and analyze contributions in real time thanks to advanced statistics and machine learning.

    UIC Great Cities Institute launches a participatory budget for the city of Chicago

    The UIC Great Cities Institute organizes the participatory budget of the city of Chicago.

    Through theDecidim tool , each ward (Chicago neighborhood) will have its own dedicated space for its participatory budget and residents will collectively be able to allocate a budget envelope of approximately $1.5M per ward for projects that meet their needs and interests and that strengthen resident engagement throughout the city.

    • For the past 5 months, we have been supporting the Great Cities Institute UIC of the city of Chicago in the implementation of their participatory budget.
    • This second case of use in the United States (after New York) again places a strong emphasis oninclusion with a mobilization strategy unique to each ward.
    • In collaboration with Digidem Lab, we are setting up workshops and training sessions with the UIC team for a better management of the different stages of the participation budget, think about the mobilization mechanism, and configure the whole project through the participation function provided by the Decidim tool.
    • This first project is part of a series of participatory budgets and an overall participatory approach by the City of Chicago. Thanks to the work of the group of partners and despite a health context that forces the adaptation of traditional participatory processes, this series of workshops will lead to a launch of the platform this summer .     • We have acquired an efficient structure and method from our accumulated experience in organizingabout ten participatory budgets using Decidim tools. This project with UIC allowed us to renew inclusion practices and to adapt Decidim to a new context .
    • The structure of the site and the contents have been thought out and adapted for the 10 wards that will be active for the first phase. The result: each ward will have a space dedicated to its participatory budget with processes that differ in their stages, methods of participation, audiences and timeframe.

    The incubator of the ANCT territories

    A participatory budget to finance free software for local authorities

    The Incubator of Territories of the ANCT has launched a participatory budget of 30 million euros as part of the France Relance plan to fund free and open source software.

    The objective is to develop or accelerate around ten digital services that meet the needs of local authorities.

    To this end, the ANCT has launched anational consultation with local authorities and groups of authorities to identify existing digital services and the needs to be supported.

    With the support of a very competent project team from the Incubateur des Territoires, we assisted the team in the design of the approach and its different phases.

    Once the approach was launched, we set up personalized weekly reports to monitor the evolution of participation on the platform.

    NYC and youth participatory budgeting 

    Young people in New York now have their own participatory budget

    The Civic Engagement Commission
    (Commission on Civic Engagement: CEC) of the City of New York organizes a participatory budget dedicated to young people. Using theDecidim tool, they will be able to collectively decide how to allocate $100,000 to projects that meet their needs and interests and strengthen youth engagement across the city.

    The project is a collaboration between Open Source Politics 🇫🇷, Digidem Lab 🇸🇪 , Coro 🇺🇸, specialists in engaging youth audiences in New York, and Spruce Technology 🇺🇸.

    Where OSP comes in

    For 8 months, we accompanied the Commission dedicated to Citizen Engagement (CEC) of the city of New York in the implementation of the participatory budget for young people.

    In the midst of a pandemic, this first case of use in the United States has allowed us to understand and adapt to the culture of New York citizen participation inspired by community organizing . A strong emphasis is placed oninclusion by multiplying the modalities of participation, partnerships with local organizations to target marginalized audiences, systematic multilingualism etc.

    In partnership with Digidem Lab, we organised a series of workshops and training sessions with the CEC team to frame each step of the participatory budget in the best possible way, to think about mobilisation mechanisms and to articulate the global project with the participation functionalities offered by the Decidim tool. This first project is part of a series of participatory budgets and a global approach to participation in New York City.

    Thanks to the work of the consortium of partners and despite a pandemic context that questions traditional participatory processes, the participatory budget was successfully launched on 19 November 2020. We are delighted to welcome New York City to the Decidim community.

    After organizing more than 10 participatory budgets on the Decidim tool, we have a proven structure and methodology. This first project with CEC allowed us to discover a different and innovative approach.

    • The structure of the site and the contents have been thought out and adapted for a young audience. The result: the statements are short and easy to understand, the navigation is uncluttered, the colours and visuals show the dynamism of the approach;
    • Several tools and participation channels are implemented to accommodate different audiences. SMS, video-conferencing, written proposals, short questionnaires... everything is done to ensure that everyone finds what they are looking for and that participation is pleasant and progressive;
    • Special emphasis is placed on mobilizing youth associations and collectives: participation spaces are dedicated to them, they can plan video-conferences with the organizers;
    • The young people will carry out the winning projects themselves.

    We have adapted the Decidim tool to these issues:

    • The process steps ensure transparency of the process between the inhabitants and the city;
    • Documentation areas provide equal access to information ;
    • The graphic charter created by a New York graphic designer has been declined on the site;
    • The New York City Digital Identity (NYC.ID) has been implemented to facilitate connections ;
    • The platform is available in dozens of languages to enable the participation of cosmopolitan New York youth;

    This project will also be an opportunity for us to test the integration with the Pol.is tool we have developed. Pol.is allows us to collect and analyse contributions in real time thanks to advanced statistics and machine learning.

    Nanterre, the transformation of a participatory budget through digital technology with Decidim 

    .Nanterre Nanterre, a pioneering city in terms of citizen participation, began experimenting with digital participation as early as 2015. It switched to Decidim to gain efficiency and inclusion for its participatory budget. The number of participants was multiplied by 3.5 thanks to the digital platform.

    The support of Open Source Politics

    The city of Nanterre has positioned itself as a pioneer in digital citizen participation. From the very first days of our collaboration a very strong political choice for open source was made. As part of an open innovation approach, we were thus led to organize a hackathon to prototype a digital agora as early as 2015. We renewed our mutual commitment when we replaced their platform by Decidim on the occasion of the participatory budget. Always interested and concerned by the new features of Decidim, the city of Nanterre is today an active member of the Decidim user club that we animate. It has distinguished itself by its use of the module follow-up whose achievements were updated very frequently and offered the public the opportunity to see the progress of the winning projects. This dynamic of iteration and open innovation has enabled us to test innovative consultation mechanisms with various city departments. " Fibre for all " particularly marked us by its impact, citizens without access to fibre were invited to map themselves, low-density areas having appeared a few steps away from La Défense, the telephone operators had to make public and advance their connection roadmap.  

    How we deployed Decidim

    After Having organized a participatory budget without the help of digital tools, the city of Nanterre wanted to give a modern twist to the participatory process by installing a Decidim platform.
    • The Decidim platform allows the city of Nanterre, thanks to the functionality concertations to animate a permanent digital agora where citizens can participate in several participative dynamics. Inhabitants were thus consulted on the city's development (installation of fibre, development of parks, etc.). 
    • Thanks to the follow-up, the platform reserves a space for monitoring the progress of the winning projects for the 2018 edition, which allows for real transparency between the city and its inhabitants on the implementation of the projects.
    • The participation platform also proved useful during the Covid-19 health crisis. Solidarity was organised on the Nanterrien territory. Thanks to the proposal The platform then received proposals and requests for help from the inhabitants, who could then exchange.
    • Recently, the survey allowed the associations to answer a questionnaire to give their priorities in terms of training.

It gives it better visibility and allows us to act transparently. The platform was fairly easy to get to grips with. In half a day of coaching with a member of OSP, our team had already understood the essential functions and how to administer the platform.
