The participatory platform of the Parliament of the Brussels-Capital Region and the French-speaking Parliament of Brussels.

The French-speaking Parliament of Brussels and the Parliament of the Brussels-Capital Region have commissioned Open Source Politics to set up a platform to make it easier for the people of Brussels to access the participatory democracy processes of deliberative commissions and petitions.

This platform allows you to submit thematic proposals (citizens' suggestions or petitions ); to sign these proposals; and to follow their progress.

The suggestions and petitions are all analysed by the services of the two assemblies, which that they comply with the admissibility criteria.

 The Nancy Citizens' Assembly

The "Nancy Citizens' Assembly" project is based on the"Ma pépinière d'idées" initiative, which aims to expand participatory democracy in Nancy .

Launched in September 2020, the Nancy Citizens' Assembly, made up of Nancy citizens chosen at random (from the electoral lists and from a group of volunteers), had the objective of drafting a municipal constitution to provide a framework for all of the participatory tools, methods and bodies of the city of Nancy: neighbourhood life workshops, participatory budget, neighbourhood bodies and various participatory mechanisms.

The Assembly worked exclusively in remote mode (videoconferencing), from training webinars to special sessions to finalise the text, including hearings with citizens, elected representatives and academics. Before, during and after these 12 video-conference sessions (!), the Assembly members were accompanied by students (publicists and communicators) at all stages of the process, with theOpen Source Politics team coordinating, organising and preparing the sessions.

  • A platform that allows asynchronous collaboration on complex text

How we have

deployed Decidim

The Nancy Citizen Assembly chose Decidim to set up its participative platform. They used a space on the platform to archive the work at each stage.

Thanks to the platform, the Assembly was able to work in a collaborative manner thanks to the collaborative text module. The first version of the text was thus able to be commented on, article by article, paragraph by paragraph, to prepare the examination of the final text and its adoption.

Public data policy

 Parliament launches a participatory platform on the opening of the

public data 

The Prime Minister has entrusted the mission Public Policy on Data to MP Éric Bothorel and the Ministry of the Economy and Finance. They chose to set up the project's participatory platform on theDecidim tool

The objective? To take stock of the blockages of data policy in France and collect as many collect as many contributions as possible in order to propose concrete solutions to be put in place in the coming months.

The mission delivered its report in December 2020, making an assessment of the current state of open public data.

The project was entrusted by the Prime Minister to MP Eric Bothorel and the Ministry of Economy and Finance. He was accompanied byccompanied by Stéphanie Combes, Director General of the Health Data Hub, and Renaud Vedel, National Coordinator for AI Strategy. Several government departments are contributing to the mission

The project has a double interest. Firstly, it shows that it ispossible to go beyond the classicpolitical-institutional formats by opening up a mission to broader participation, by targeting the relevant associative, economic and citizen actors. This platform shows thatthe proposals module can be used in several different ways in a single consultation.

The consultation project was carried out in 3 stages: 

1. Collection of different findings on the current public data policy

2. Collection of contributions to use cases.

This platform has enabled citizens, associations and the socio-economic players concerned toenrich the work of the "Public Data Policy" mission.

Three parallel participatory approaches have structured a consultation process that combines the work of the mission with contributions from citizens, associations and private stakeholders:

- the collection of reactions to the findings of the progress report

- – the free contributions

- the collection of feedback on identified use cases identified use cases of the data

The keys to success: 

  • A proposal module can be used in several ways  
  • Relevant targeting of interested audiences, even on a complex subject

    This platform allows citizens to submit and/or sign petitions online, securely and anonymously thanks to advanced FranceConnect integration. This democratic innovation uses Decidim's "Initiatives" module, which allows citizens the right of interpellation.

    Decidim's Petitions module is deployed for the first time on a national scale, making the Senate the first Parliament of the European Union to contribute to the development of this digital common good.
