Nancy Citizens' Assembly

Nancy Citizens' Assembly

 The Nancy Citizens' Assembly

The "Nancy Citizens' Assembly" project is based on the"Ma pépinière d'idées" initiative, which aims to expand participatory democracy in Nancy .

Launched in September 2020, the Nancy Citizens' Assembly, made up of Nancy citizens chosen at random (from the electoral lists and from a group of volunteers), had the objective of drafting a municipal constitution to provide a framework for all of the participatory tools, methods and bodies of the city of Nancy: neighbourhood life workshops, participatory budget, neighbourhood bodies and various participatory mechanisms.

The Assembly worked exclusively in remote mode (videoconferencing), from training webinars to special sessions to finalise the text, including hearings with citizens, elected representatives and academics. Before, during and after these 12 video-conference sessions (!), the Assembly members were accompanied by students (publicists and communicators) at all stages of the process, with theOpen Source Politics team coordinating, organising and preparing the sessions.

The keys to success:

  • Full use ofcollaborative and complementarytools, on and off the platform
  • Expertise inremote consultation engineering
  • A platform that allows asynchronous collaboration on complex text

How we have

deployed Decidim

The Nancy Citizen Assembly chose Decidim to set up its participative platform. They used a space on the platform to archive the work at each stage.

Thanks to the platform, the Assembly was able to work in a collaborative manner thanks to the collaborative text module. The first version of the text was thus able to be commented on, article by article, paragraph by paragraph, to prepare the examination of the final text and its adoption.

Public data policy

Public data policy

 Parliament launches a participatory platform on the opening of the

public data

The Prime Minister has entrusted the mission Public Policy on Data to MP Éric Bothorel and the Ministry of the Economy and Finance. They chose to set up the project's participatory platform on theDecidim tool

The objective? To take stock of the blockages of data policy in France and collect as many collect as many contributions as possible in order to propose concrete solutions to be put in place in the coming months.

The mission delivered its report in December 2020, making an assessment of the current state of open public data.

The project was entrusted by the Prime Minister to MP Eric Bothorel and the Ministry of Economy and Finance. He was accompanied byccompanied by Stéphanie Combes, Director General of the Health Data Hub, and Renaud Vedel, National Coordinator for AI Strategy. Several government departments are contributing to the mission

The project has a double interest. Firstly, it shows that it ispossible to go beyond the classicpolitical-institutional formats by opening up a mission to broader participation, by targeting the relevant associative, economic and citizen actors. This platform shows thatthe proposals module can be used in several different ways in a single consultation.

The consultation project was carried out in 3 stages:

1. Collection of different findings on the current public data policy

2. Collection of contributions to use cases.

3. Summary of the consultation.

How we have

deployed Decidim

This platform has enabled citizens, associations and the socio-economic players concerned toenrich the work of the "Public Data Policy" mission.

Three parallel participatory approaches have structured a consultation process that combines the work of the mission with contributions from citizens, associations and private stakeholders:

- the collection of reactions to the findings of the progress report

- – the free contributions

- the collection of feedback on identified use cases identified use cases of the data

The keys to success:

  • A proposal module can be used in several ways
  • Relevant targeting of interested audiences, even on a complex subject

    European Metropolis of Lille: citizen participation reinvented

    Métropole Lille Logo

    With more than 40 consultations to its credit, MEL's participation platform has brought together thousands of citizens around its public policy co-construction projects. ???? In 2018, MEL received the consultation and participation trophy from the Gazette des communes for its #JEM Jeunes en métropole project.

    The support of Open Source Politics

    The first step for our team was to preparing the launch of the participatory platform. We have therefore organized several workshops to understand their participation issues and practices (charter, metropolitan context, etc.) and training to ensure a good appropriation of the platform by the MEL teams. It is on this basis that we were able to begin the work of customization of Decidim in connection with their teams :

    • Communication: to adapt Decidim to their identity;
    • ISD: for technical issues (security, RGPD, etc.)
    • Participation: to produce all the content needed to present the platform (home page, help pages etc.)

    Successfully launched at the Rencontres Nationales de la participation in Lille in 2018. Our teams ensured a close follow-up to accompany the first steps in order to offer Romain De Nève, the participation officer, all the assistance required to ensure that he was able to take full control of all the possibilities of the platform. This is how we have developed a special relationship with the MEL, which today occupies an important place in our user club, where their use of the platform has been presented on several occasions. We consider them today as true partners with whom we go so far as to associate ourselves in bids for innovative projects from the European Union.

    How we deployed Decidim

    • To create a single and centralizing portal for participation (public surveys, consultations, participatory mapping, etc.) thanks to the possibility of carrying out several approaches in parallel thanks to the "..." functionality. Concertations"« ;
    • To create tailor-made consultations thanks to the possibility touse several functionalities within the same approach;
    • Anchoring of participation in the territory thanks to the functionality of proposal tracking and dating;
    • Bridging digital and face-to-face participation with the meetings functionality that allows to announce events, hold a ticket office and return the exchanges;
    • Maintain an engaged community of participants by using Decidim's newsletter features.
    • Innovate using the draw module to enrich to randomly select a handful of projects to be enriched during a collective intelligence workshop.

    Romain De Nève - In charge of MEL participation

    " The OSP team has shown great availability for our projects. It is a very dynamic team, both in terms of responsiveness and alertness. On subjects that we think are embryonic, finally with Open Source Politics it goes very fast! We quickly go from a simple idea to a concrete solution".
